CPAP Coverage by Province in Canada

CPAP Therapy Coverage 

Province Coverage Details 
Ontario (ON) Overnight sleep studies are covered under OHIP (excluding HSAT). Funding programs that may assist with CPAP therapy include: Assistive Devices Program (ADP)Ontario Disability Support Program (ODSP), and Ontario Works (OW). Visit their respective government websites for more information.  
Nova Scotia (NS) No provincial health coverage for CPAP therapy. However, the Lung Association of Nova Scotia & PEI offers a Sleep Apnea Refurbishment Program, which helps reduce costs by collecting and distributing refurbished CPAP equipment to local residents. 
Quebec (QC) There is no provincial health coverage for CPAP therapy in Quebec. Sleep Specialists Consults (by referral only) are covered by RAMQ 
British Columbia (BC) Coverage is available for individuals who qualify under the Employment and Assistance Regulation or the Employment and Assistance for Persons with Disability Regulation. Diagnosis through a proper sleep study is required. More details available on the Government of BC website. 
Alberta (AB) Only residents receiving social assistance and diagnosed with moderate to severe sleep apnea may be eligible for CPAP equipment coverage. Visit Alberta.ca for information on the AADL program and eligibility requirements. 
New Brunswick (NB) CPAP machines and supplies may be covered for eligible Social Development clients under the Respiratory Program. Coverage includes CPAP devices (up to $1,800) and related supplies for residents with approved health services cards. More details available on the Government of NB website. 
Newfoundland & Labrador (NL) No provincial health coverage for CPAP therapy. Patients usually pay privately or use insurance. 
Prince Edward Island (PEI) No provincial health coverage for CPAP therapy. Patients usually pay privately or use insurance. 

National CPAP Coverage Programs (Federal & Pan‑Canadian) 

Program Who It Applies To Coverage Details 
Veterans Affairs Canada (VAC) Eligible Veterans & RCMP with disability‑related entitlements VAC covers CPAP, APAP, BPAP, and other respiratory equipment under Program of Choice (POC) 9 – Oxygen Therapy & Respiratory Equipment. CPAP devices are explicitly included and may require prior authorization. Coverage depends on whether the condition is tied to a VAC‑approved disability entitlement.

Non‑Insured Health Benefits (NIHB) First Nations & Inuit (nationwide, except BC First Nations) NIHB covers medically necessary respiratory equipment under the MS&E Respiratory list, including CPAP, APAP, BPAP rentals, purchases, and PAP‑related supplies. Coverage requires recognized prescribers and prior approval. This is a national, federally administered program.

First Nations Health Authority (FNHA) First Nations residents of British Columbia FNHA provides CPAP and other PAP device coverage through the Medical Supplies & Equipment (MS&E) program, delivered in partnership with Pacific Blue Cross.
